    Shouldn't be difficult to find a finance/personal finance type category for that site. What's worrying is that people will accept and list it even though it has no unique content.

    Actually your site is about health insurance, so it's a financial related site, and you'd better submit to business and finacial or insurance related directories. Submit to health related directories is just a second choice.

    Google search insurance directory and you should find plenty of the directories. Submit it to the category that best fit the topic of your website.
