hello, am going to start a forum which will contain full of movies,cracked software,games and music..so please tel me which host service is good and allow for these content...
There are many providers, I think you should post your requirement in details with your budget in specific section.
most of the webhost won't allow you to upload illegal content like cracked software...your option is to use dedicated server or use overseas webhosting so you won't have any problem with law....

It will be a problem if you post cracked software, as most webhosts don't allow warez sites. Here's a tip: check out Whoishostingthis.com, it's a great tool on finding who hosts a particular website. Find a website in your niche (via a Google search on free movies, cracked software etc.) and use that tool to find it's webhost. If they're hosting them, then they probably won't refuse hosting another such site.
