Need full time English writer - Filipino only preferred

I am hired by one client as his broker, to look for a best candidate in terms of various writing jobs, and guaranteed full time, and only Filipinos can apply in this thread. If you are hired by this client, I will have a commission from him.

Here's my client message to me in my e-mail:

I need a Filipino writer who I can hire full time. I dont want people from elance.com or scriptlance.com

I need a writer who speak advanced english. Try to find a cheap on who can work for mee for $200 to 350/month. The first month and if he/she is good I will raise with $100 the second month plus give him a 13th salary. I can pay via Paypal.

I need to build some new niche sites and want help with writing and if possible, blog posting and some social bookmarking and link building. I can do the research my self but would prefer someone who can find a niche, collect keywords, write articles based on the keywords he found, and publish the articles on different sites using Wordpress.

The more of the above he can the better but the main work will be article writing, the rest I am ready to do my self but if he can do some research and marketing it would be great but not necessary.

I want help with this because I want a Filipino and I want a long term person who I can pay monthly, I am tired of people from scriptlance, elance and so because I need to find a new person for each project, they are often expensive and you never know what you get.
