why dont you join affiliate programs that pays 2-3$ per free singup and get the signups for yourself?

Okay I purchased 25 paid signups to test his service. The service has almost been delivered. I have sent him payment and so far 18 of the 25 I paid for I have received. As soon as he finishes I will update but so far seems like a good service. Thanks goldmon
