Buying Need Fluid Layout Fix

I've hired 2 people and none of them could do it :/ But this is what I need:

It should be fluid and like grooveshark.com . Smaller screen = everything should be smaller .

No scrolling should be needed at all. No blank spaces, even on a large screen.

Anyhow, it should be an easy enough job if you're good at fluid layouts.
