its a unique VB theme made by DP admin. Its not available free or paid. You can visit vbulletin.org and find many good free vbulletin themes.
You should be able to get the default vbulletin theme pretty close editing the CSS alone You won't be able to find the icons, but you can find similar green icons at vbulletin.org

The theme you have mentioned is not same as DP. And that theme is free to download. Just register at vbulletin.com/forum (which is free) and download the attachment.
I am using nulled version of vbulletin and here only licensed members can download the attachment??? So any other way to download this theme????
Legally no way, illegally search on warez forums. I don't think members are allowed to support and discuss wares on DP.
