What is a cpanel 1 site license? cPanel is not Plesk. There's no such thing as a 1 site license for cPanel.

I'm not sure what is confusing. cPanel does not have a licensing scheme like Plesk. Its just UNLIMITED, PERIOD. The different pricing levels are based on things like different buying tiers, depending on what reseller you use, how much volume you do, and how much you eat in terms of cost. The average cost is typically about $35-45/mo. The ones that are lower make it up in other areas, e.g., their eating part of it. In the end, you get what you pay for.

It's not based on a negotiation. It's VOLUME. The larger the volume, the lower the rate. Most simply bury the costs. You have to be doing a huge amount of cpanel business to be at $20/mo. BTW.
