i think its better to approach a SEO company for your case. SEO company have larger network of blogs that they can submit articles/links to than individuals. And for some keywords, it will cost more and longer time to get to the first page. Just my suggestion.

You should do some research on your own so you can see the keywords you believe would be best. then see what the potential service provider wants to rank your website for (what keywords) and why.

If I understood you correct, you will pay when you see your KWs on first page? Well that may be an offer for long tails but not for competitive KWs.
If that is what you want, you may contact me. Otherwise I strongly suggest to everyone here to refuse such requests. Have seen that during the years I am participating here again and again - some newbies catch up, do a lot of work without gaining top positions, the main work is done, just missing the final step BUT no payments at all. Don't consider this a serious offer for a SEO expert.
