That is custom and frankly a ton of work. That is likely most suited for something like Drupal but you could pull that off with wordpress I would imagine as well. You will not find an off the shelf solution for that. hope that helps, Nigel
I don't think you're going to find any scripts for this. It looks like a custom project using the Bootstrap framework: http://twitter.github.io/bootstrap/index.html The cheapest option would probably be to have someone create a similar look and structure using Wordpress
