No, Godaddy never includes the ICANN fee so they are basically fooling people with their low prices. Of course, 20 cents are not that much but if someone has only $1 dollar he/she will not be able to proceed. As far as I know there is not valid coupon code to get rid off the ICANN fee on already discounted items at checkout.

Some registrars offers you bulk prices without being reseller, just need to buy an "x" number of domains to qualify. Dynadot and MyDomain offer this type of discounts.

No, I have only canceled and transferred domains to other registrar but it is true, they treat a tranfer within accounts as an ordinary process, not a "push"
