    i think seeing how he is new, he can't make posts yet, needs at least 25 posts before doing so in the BST,

    also, how much are you looking to spend on this? and does it have to be Cpanel?

    I think if you need what you are asking for in full you need to go for VPS. But in that case you will need to work on your budget somehow. $10 that is not enough for good web hosting solution IMO
