Buying Need Budget VPS for Multiple Proxies PERSONAL USE ONLY!!

So I need some cheap VPS to use for proxies (NOT PROXY SITES, BUT REAL PROXIES WITH USERNAME AND PASSWORD) for personal use only. We will use the proxies with my buddies mostly for youtube videos, but we need separate IP's so, configuring it for multiple proxies is a must.

There will be no high bandwidth usage, no high CPU usage and no illegal use of any sort!! However, I will need to be able to buy new ip's at any moment and add them as proxies to the VPS.

I haven't got a VPS by now, so any support on how to setup the proxies would be highly appreciated.
