For forum posting you can use webicy.com, warrior forum and site point, and dont forget to add your signature and for blog commenting there are many website where you can post quality comments like seomoz, search engine journal and many other website.
You should start, this forum first before any and jumping around. Thats just my advice, spend your time wisely, because next think you know your burned out.
Hi, There are plenty of forum websites available online, you have to google it. And there is no common blog commenting sites, to getting the sites is possible by searching related to your keywords in search engines then you can find many blogs from that you filter it.

Honestly, you don't need a list as such. Search on Google for blogs related to your theme. Comment in such a way that you contribute something to the discussions there.
