IF you have enough time and knowledge about SEO then you can very much do it. Then, it all depend on your budget. I would suggest hire a freelancer and see if your site does its best.
That is a pretty competitive market, it is going to take a lot of work to rank well for competitive search terms on a new site IMO.
i agree, that is a very competitive market to jump into. i would recommend targeting long tail keywords instead of highly competitive terms such as "PC hardware" and "antivirus software". also be very skeptical of any SEO firm claiming to be able to get you to rank for those terms....especially on a new site.

Learn as much as you can from this forum, others, see what your competitors, learn the analytic tools (most are free), build links, add content and get a book (I used Idiots guide to Google at very beginning).
