    I need banner traffic for my campaign. I need it in bulk. I'm buying for $0.30 now, If I get it below that that would suite my business model.

    Yes a great site that will suit your needs. http://www.projectwonderful.com/ It is a bid orientated website that automatically places banners on the websites if you have the current highest bid.
