    how much do you want for this:
    setup me a page or site, that get its incoming traffic from adwords, and win more from adsense (or another program, cj, etc.)
    i will spend here all my adwords credit.

    i want one page that is optimized for adsense. it has to have a good CTR, so when i spent about 50 in adwords, i will make 80 in adsense, or something like that.

    Adsense arbitrage is certainly not advisable. You can use adwords for driving traffic to pages containing revenue streams other than adsense. Alternately, you can use other advertising mediums (no traffic exchange sort of things) to drive traffic to the pages containing adsense.
    Just my two cents.
