Need: Attractive Web design [only one page]

    I need an attractive web design, you can see the mess here;

    Just one page, as for requirements it just has to be pretty and match the forum template at www.funandfreebies.com/forums/ (Ignore the header image and text)

    Budget is maximum of $30, you must be an able designer and I DO NOT want pre made templates!

    I will need to see some proof of designs like a portfolio or something.
