    Definitely develop them if you want them to be worth more.
    Leaving them undeveloped would give you a lower price.

    Building PR on the domains is always a good start. People generally pay more when there's PR.

    Putting blogs on them and posting fresh content once or twice a day can help. For a full guide, just Google "how to increase the PR of my domain"
