To be honest as a domainer / broker .. For me personally I'd not pay more than reg fee but thats just me. To end user it all depends on who they are.
if you had corporate.tv it might have some value, but the way i see it, you should have a keyword that fits the tld, such as musicvideos.tv, movies.tv etc
