Need an expert analysis of my link graph

Hi all. Firstly, I'm not a n00b to SEO but I'm not a guru either. So I'm seeking advice from some people with a bit more experience than I. The graph below shows a small network of websites that I've created, along with their internal linking pattern.

    Line 1: Website name (code)
    Line 2: Google Page Rank
Line 3: Inbound links according to yahoo

The site in the middle is my target website. The one that I really want to rank highly. Yes, I understand that in general, chasing PR is useless and a waste of time. But tell that to the people who pay for a link on my main site. I can double the fee that I charge for a home page link if I can get the PR to a 3. I can almost triple it if I manage a 4.

I also know that I could simply buy a used or soon to be dropped domain with a 5 or a 6, but this is a pet project of mine. One of my first. The domain name is absolutely perfect for it's niche and has a decent following. I'm not willing to risk moving it to a new domain.

So my question is...to simply bump up the little green bar, which will have an immediate effect on my income, what should I do?

Buy a few PR 4-5 domains at auction? Buy a boatload of PR3's? Up my social bookmarking?

And the most important question is what is the best way to go about linking? Should I remove all reciprocal links from the main site? Should I worry about internal PR sculpting (which seems like a waste of time, to be honest)

I guess what I'm looking for is a workable, proven strategy for SEO in general. That will make me a millionaire. Is that too much to ask? :D

Any and all input would be appreciated.
