So i am planning for the future, about ranking in other states. I know if i tried to do it locally (goggle places) and i don't have a physical address at that specific state, i wont get ranked correct? What if i used a friends address, and got a different 1-800 # for each state. Would that work? Is there any way i can find a loop hole?

I had a number one listing in Stockton, California even though I live in the Philippines. No black hat. But if you want it to be in Google Places, your out of luck. I'd suggest not worrying about Google Places and just get the number one organic slot.
ranking in other states you should use social media channel first. Try to join suitable group in this country and promote your site. And you can make another version of your website with other language. Google will choose that version to appear in search result.
I don't know of any whitehat way to list in Google places without attaching the listing to a physical address that you own. I'd agree with Insiston and say that you should target a local/regional campaign in the organic SERPs.
