I have this idea for a unique website with only 2 competitors in the world, the reason I say unique is because I'm adding two features that the competitors don't have, 1: User has chance to earn money 2: User has his content published on my website in exchange for free traffic to his website. (I have changed these two features in this post because the actual features are a secret, but are similar) so anyway, I've been googling for a week to find someone to design and build this website for me from scratch with me having 100% copyright and the creator just works for me to build and design the site. I can't find no one, I found one guy but he's booked up for 2 months, Even though freelancer is good for odd jobs but I don't trust these workers to create a website for me from scratch. My budget is $1000. Any one can point me in the right direction?

I'm guessing that you can find plenty of talented coders, but none of them will take on the project for the pittance you are offering?

Have you contacted your local university or polytech to see if any of the kids want to take it on as part of their coursework?

No not at all, I have the traffic to get this site in the top 500,000 alexa within a month, if I have to I'll raise the budget, my bank account is tight right now. I think it's a very simple website and should not take much to create, some guy quoted me $5000, that's insane price, because it's a simple site, for example there is scripts out there for $30 but I want to make a unique design with a few added features, paypal api, facebook api. Does anyone know of expeienced coder that could do this for about $1000?

Have you tried eLance or UpWork? That's where I advertise my skills. If you lay out precisely what you need, you can get a more reasonable quote. When it's sorta up in the air what the requirements are, the developer over bids to compensate. My max price for a web site lately has been in the ball park of $1500, and that takes 10 days.

The problem with someone asking a question like this is that we have no way of knowing how much work is involved - you're listing "two unique concepts" and then masking them as something they're not, because "you want to keep them secret" - this shows a lack of trust and also a lack of understandig copyright. Regardless - $1000 for a custom-coded site is LOW. Very low. The $5000 is maybe a bit steep, depends on where in the world you're situated, but sounds to me to be a bit closer to a "real" price. Also, if you're right in that the site will be profitable, maybe you'll be able to convince a developer to do the job for $1000 up front and then a percentage of earnings over a set period of time, or similar. Hence giving a bonus for a job well done. If you're not willing to do that, you might have to double your budget (again, depending on where in the world you are).
In my country, it would be around $1500 for a WP-install, with some custom design for the template and minor changes. (Minor changes being logo/colors, adding of ready-made plugins, setting up social media plugins etc.). Almost no custom code. If you'd want a theme built from scratch, on top of WP, or a custom-coded site from the ground up, that will be a minimum og $3500, and will just go up from there, depending on what type of content you'd want on the page.

Thanks and I completely understand, but I can't say publicly what the concept is because this website would be published to 12 Million a day. The competitor is greedy, keeps 100% of donations. Each member of my website will bring a estimated 2000 traffic per day. I will pay these members 50% donations. And I'll have one more reason why I'll beat the competitor.
I have found someone that's willing to create it from scratch for $2000. Good thing for me, he lives in my hometown and I can show him in person what I want.
Now I'm just looking for a good mobile responsive ad network for the site since I got banned from adsense.

Well, that's good for you. Having a local dev is always a better option - if s/he doesn't do the job, you can always visit with a baseball bat and some friends ;) Good luck with the site!
