Need advice on how to outsource the rebuilding/redesigning of a website

I am going to get one of my old sites redesigned/rebuilt. I made it with godaddy's website tonight a few years ago, now it's time to get a real site.

Here's the website- http://www.PassiveReturns.com (use IE) mangled in FireFox.

The site will be a straight-forward site

Some of the general specs will be:
    -ability to integrate Google analytics
-SEO friendly-ability to set/edit urls, title tags, meta, alt tags etc
-contact form(s) with conversion/thank you pages
    -cms of some sort
-basic auto responder for contact form submittals

    Questions-
    1. Should I separate the design job from the website rebuild? or should I bid the complete project out?

    2. What cms? Should I spec it out? or should i let the website companies recommend?

    3. What kind of price ranges should I expect?

Those are my main questions, let me know if i should consider other factors

    thanks

It's usually easier if you can find a shop which is capable of doing both. You may get a better deal if you shop design vs. programming around to 2 different shops, but it will be more difficult to manage 2 vendors.

If you don't have a preference, don't limit them. They might suggest something really good which you didn't think of.

That really depends on the shop - but remember, you usually get what you pay for. You can outsource the programming to India or China, and get it done cheaper, but usually you end up with buggy code that is commented in a foreign language and is very hard to support later on.
If you choose a proven, reliable web design firm in the states you'll know they will be around in the future to support your site, but expect to pay more. Design can be anywhere from $50 to $5,000 to $50,000, depending on how good you want it to look and how custom. Programming for what you describe should be cheaper, at most $1000.

I don't agree with this quote. You might have ten different reasons to say that but I have thousands to bypass this. See my testimonial and let me know if it was possible without a quality job. We charge less because our living is not expensive. We can afford at $7/hr because of simple and cost saving living standard.

Thanks for the answers. One more question.

Which forum category on digitalpoint would I post the request to get the site redesigned and programmed? There seems to be similar requests in several categories

    thanks

The good category to post requirements is under Business>Buy, Sell or Trade > Services.
You can find good programmers/designers helping each other in this current category, those which are also available to provide services.
