It depends on the type of website. If it is a website that is going to attract English & French visitors in the first place, I would keep the English site and have an option to translate the site to Fench (by clicking a flag) if the user would request this.

Otherwise I would translate the content onto a brand new identical website but with French text.

I would make two different sites on different domains and make users switch those by clicking language flag...

It would be much better if you would buy a domain .fr and build another site, google is geo targeted and will give you better results.

Best option in my opinion is to do this:
Create a SUBDIRECTORY (not a sub domain) and then use the Language code for each...

    so in your case....
yoursite.com/en for all the content written in English

yousite.com/fr for all the content written in French

You could also buy a .fr domain and host your site in France for more power, but then you are going to have to rank both sites seperately. At least with the subdir you can pass some authority to the other versions of your site and if you ever have to create, say, a Russain version...it is just a matter of adding another directory.

*****You can Geo-target in Web master tools as well *****

Be carefull on french domains, you need to have the DNS names of separate IP`s, I got wrenched a few times over this. And btw make 2 websites, one with french and the other english.

    based on experience:

    Seo opinion:
    ------------
    For france, use xxx.fr
    For Uk, use xxx.co.uk
    ...

    Conversion:
    -----------
People tend to trust native tld's more than others. And since trust is the most valuable variable...
