Putting roms on your site would hurt you more than benefit you because there are plenty of sites offering those so competition is fierce unless you can offer something completely different. The idea with hosting servers for games sounds interesting enough, you might want to consider that.
First of all get good ranking on search engines for some keywords, you will automatically see the traffic flowing through. If the traffic is good you will definitely earn good revenues, no need for Adwords or Ad Sense.
Do not try to earn money through anything illegal. Yes, that sounds laughable, but you could wind up having to put up a lot of money to settle or hire a lawyer if somebody comes after you. I would recommend SEO, and also affiliating with Amazon on the games you review. Also, what is your strategy for getting your site's name known? Another thing, you have 3 navigation bars, 2 of which are within 100 pixels of each other. For visuals, the dropdown menus for the second navigation bar has each <li> with its own gradient. This breaks up the flow and can look a bit tacky. I would change the dropdown to be one gradient for the list items, rather than each one having their own. Or better yet, match the background with the vertical lines for its parent list. The logo can be dropped, too. There's no need for that much white-space for this kind of design. I would incorporate a smaller logo into the navigation bar. Try to line up the "Translator" with the "Latest News" along an invisible horizontal line to create a cleaner look, too. Finally, I would create a call to action within the top fold of the page. Make something that engages the users such as opinions and polls, forum posts, or something! A normal site is boring and will be looked at for 5 seconds. Stand out from the crowd and draw people in!
Firstly well done on getting things set up. The layout is good and it did not take too long to load up, I'm actually surprised at the amount of gaming type websites which seem to spend the initial first few minutes just loading. I'll admit I did not go through too many of your posts but those I did look through appeared to be well short of content that could be considered useful, if you are going to make a post of sorts about a new game then do make it a worthwhile read for your users and provide as much info as possible, even by placing a little history about other games that are similar would be good. You have placed a few ads which is great but try not to overload them, I would also lose the Chitka in-content ads, they don't really drum anything up and from what I understand, text links that link to ads and not more content on-site are not favoured by search engines. In answer to your original question I would suggest leaving it be and focusing purely on good quality content by way of game reviews and the latest news. Keep it up.

I'd scrap the site and start again, adverts are covered over with banners, logo looks blurred. Then I would scrap the plans for online games, the market is saturated and I think sites like bored.com are too far ahead. Free games and rom downloads are also saturated, and again, sites like abandonia.com are killing the smaller sites. Also sites mentioned are loved by Google so the keyword market would be too expensive to keep up. Play333 makes me think about gambling/casino. Maybe offer an odds comparison site, gambling advertises pay a pretty penny for a place on good sites. Hope this helps and good luck
You should work on the popularity of your site and its domain authority is too low so you should work on it too.. Then you can earn more traffic and get visitors through social networking sites.
I'd look further into finding out why you was declined from AdSense and see if you can change it so you can be accepted. I wouldn't allow downloading of games though. Marketing your site would be a great idea and getting the users involved. Maybe polling on games or creating their own reviews and others could vote up or down the reviews? Personally though I like the design.
I would suggest you use amazon and adsense , and go for a Play online games type of website, preferably optimize it for mobile access also - as you know more and more people are accessing Internet from they smartphones. And you should also do some SMO and forum postings to promote your site.
