Here is the problem with proxy hosting ::: It can grow from 100 UV to 1,900 - 2,400 UV a day in 1 day!
I host my proxy sites on our servers, I know from experience what can and WILL happen if you have active proxy sites! Promoting them in different ways can all of a sudden QUADtriple your users.
Your site then uses 3x the Bandwidth.
Will the 2 core server at a shared host handle the swings?

Or do you need a host that is PREPARED for your site to go from 0 - 120 in 1 Week!

I personally am a host That has 3 servers on standby!

I hate to have to suspend a proxy for ABUSE! What causes a proxy to be abusive VISITORS

Take for instance a client I had no choice to suspend .. April 1,200 visits - May 1.5 MILLION Visits in 7 days!

WOOOOOOOOOO

He actually blew me away! I could not and I FEEL that no shared host will host him on a $14.99 Plan

So when Picking a proxy host ask them How many Concurent USERS / IP can you have connecting to your domain.
Ask them about fail over for abuse?
Ask them every thing you can think of.

We host proxy accounts on 8 core 8 GB ram servers.
We can host that 1.5 Million visit But the Client has to pay for me to accommodate!

So do you NEED 2 core 1gb ram proxy hosting for $1.00

Or do you NEED 8 core 8GB ram hosting for $3.99

The differnce in your client el for your RE CURRING users will come from FAST servers!

My 2 cents might not be worth 1 cent.
But from experience I know what to expect and can make changes on the fly to accommodate proxy accounts!

I personally recommend IwhiC. His got the best proxy server around. And thats totally for proxy hosting no other normal webhosting account is there.
