need a web designer(free website if anyone can)

most people wont do a free PHP site for you, sorry.

Whether it is PHP or JSP or ASP or any kind of server language the output in the browser in only html. So, without knowledge of html knowledge of any server language is nothing.

Also, if you are not using any dynamic feature of PHP and simply using it for only content render then there is no use on using php.

Anyways, I hope to see you get a free designer/coder soon,
