Need a script for Hidde URL

Hello,

i need a script for hidde/short url like this but with a little extras:

Frontpage
-Login
-Free user - max. 10 links
-VIP user - nolimit links
-Statistics
-FAQ/TOS
-Ads places, information, etc.


Userarea
-hidde/short single or multiple url,
-grabb links from a site or file.txt,
-click stats for every link
-upgrade from Free to VIP and pay with PayPal

Adminarea
-approve/unapprove registration incl. email to user (setting text, etc)
-sendmail to user for ban/unban/block/unblock link and user and to user (setting text, etc)
-ban/unban IP
-block/unblock user
-block/unblock link
-time setting for landing page
-ads setting for site and langing page
-user profile edit/delete
-upgrade user to VIP
-set tax for upgrade, paypal adress, etc.

Design all in CSS - NO HARDCODING


Please send me your price and duration for programming this little script.
