With a site as massive and in-depth as rivals.com or scout.com, I think you need to break down your requirements into something a bit more detailed. A site that runs like a clone of rivals.com is huge and could easily go for thousands of dollars, whereas if you wanted a similar site but with some (or a lot) of the features cut, it could go down to just a few hundred. You definitely need to make a more specific set of specifications to get a realistic quote.
