Need a Programming Consultant

    I have some websites that I would like to change to a memberships sites.

    -Options for members to change their listing, highlight their listing, make a web page, and pay for top listing

    -Able to accept payment

    -Accept videos and articles( approved by me)

    -Social bookmarking

    -Translation

    -Niche Article directory

    What I want to know is, the best and cost effective way to do build these sites?

    The site is the second one in my signature

    Once i have decided on best approach would like to hire same person to do changes needed.
