Need a PHP Script

I need a custom PHP script to do this:

- read in text file consisting only of anchor link text snippets (3 to 7 words per) record. For example: red suspenders for sale.

- write out a series of html files. Contained in each html file is a single table of html links, probably fifty links per table (5 columns, ten rows). Again, for example one link would look like this: <a h-r-e-f "http://www.website.com/red-suspenders-for-sale.html">Red Suspenders for Sale</a>

I want to then include these html files as links footers in the content pages of the site.

The site autogenerates its content and it will grow to a few thousand pages over time, so the script needs to accomodate that growth.
