Need a PHP script to update variables within flat file

I have tried to do it myself, and even spent the last few hours looking for a pre-made script.

I have a settings.php file that contains variables such as:
$color = "#9933CC";
$email = "name@foo.com";

I can create the html form, but need help creating the file that will perform the fopen, fwrite and fclose commands.

If a user enters data into the html form, I would like the process.php (or whatever we name it) file to update those variables in the settings.php file. If some fields are left blank and there is currently a variable set in the settings.php file, I don't want it to be overwritten. basically, only the variables that the user enters data for at that moment should be overwritten.

Also, there will be a couple of text boxes where the user would type a paragraph of content. I would like to make sure that any unnecessary characters are removed, such as apostrophes when there shouldn't be one.

I hope this is enough info to go on. How much would you charge and how long would it take. Thanks!
