I need a script designing for a project of mine

Details below...

It is for multiple installation use by the end user/s and should come with an easy install front end

The site is to be offered out to my end users for use as there website

It needs a standard layout of header, sidebar left and right, center column and footer
It needs an admin panel where the administrator can change
Meta details like, site title,name, description and keywords.
They should be able to change the header image, and add text into a couple of home page sections

It should have a section in the admin , whereby the admin can change an about me page, price list page, services page and contact form

I would also like the site to have a section for users to register with the site, admin approval required
The registered member then should be able to access a few separate sections.

If possible i would like a registered user to have access to a 'book me' page whereby there is a calendar that the registered user could book the admin by

This is the short breif and includes most of the function i need. I would also like to retain the programmer for future development of the script

I need full ownership of the script

Please supply me with quotes and timescales for this project

i am happy to accept a content management script that you many of already designed as long as it contains all the above functions and i have full ownership / resale right

My budget is flexible, but i am looking for a cost effective way to deploy this and would appreciate examples
