Need a php programmer for a new website !

    I need a contest site like www.99designs.com
    It must have the same features.
    i.e people have to pay to post a contest but designers dont pay to participate in a contest.
    Designers can upload their designs/images and the contest holder can give feedback.
    Must also be a five star rating system for the designs that are submitted and a watchlist so designers can add things to watch a bit like ebay.
    Contest holder sets a time limit (a week or so ) for the contest and at the end chooses a winner.
    People create memberships and can pm each other.
    If you win a contest you get a rep a bit like i trader

    Please give me a quote on how much all this would cost ?
