Need A PHP Designer To Design A Email System For ME

Im looking For A System That People Can Add There Info From the site and there info will go into a system that i can use to email them when i want to.
I will like to be able to pick who i email. how much would something like this cost me.
on a small budget but will keep working with you i have alot of things i want done
