Need a PHP Coder!

I am after a php coder.

These are the exact requirements:
Admin backend
- Page where users can be added, edited and deleted (username, password)
- Page where files can be uploaded, deleted and renamed
- Page where rights can be allocated (what users can access what files)

Functionality
Users login and it takes them to a page which display the files they have access to. There should be a link down the bottom if there are 2 or more files saying "download all files" which allows users to download them all in a .zip (this easy or hard? doesn't need to hardcore compress them, its so they can download 1 file instead of many)

For the rights page, I think it would be best to have a dropdown box will all the users, and a list of all the files with a checkbox beside them so they can be selected/deselected.

No need for hardcore security with the passwords, its not top secret stuff its just a way to stop people guessing.

Shouldn't take more then a few hours for someone who knows what they are doing (could even use a similar script as a base, if you know of one)

I am willing to pay $40 for this. If you can provide an invoice thats a bonus.
