i have wordpress 2.8.4 blog ,i have a comments page now when someone fills the comment forms and clicks the submit button comment is posted ok now what

i want is he must be redirected to a new page of Terms and conditions which u will make ,plain white and a small submit button at the bottom and a i accept check box like we have on dp reg form
i will write the T&C after words also when someone clicks the final submit button he will post the comment ok but now what
i want is his click should do two thing one to submit the comment and the other to make a click to the latest post script code which i have but the script banner code must not be displayed
