He/She should be able to install wordpress, add articles (i will provide the articles), then add some plugins (Links for downloading the pluigns wil be provided), do some minor modifications in footer. I have set of instructions written in a word document and will provide you that. You should be able to follow that and complete the sites. The above points are not the only work for a site! Person who are well versed in wordpress should be able to complete easily. You would be creating one wordpress blog and i would review it.
