Buying Need a magento expert that can fix a small problem

The problems that I am having has to do with check out and mainly with paypal not alway or some times passing client details on to the paypal payment page.

1) The telephone number dose not get passed onto the paypal page, this never happens, I need the telephone number to get passed on to it.

2) Shipping cost gets passed most of the times, there is a odd time that it dose not go, I would like to get it passed 100% of the times.

 

Sounds like a paypal code issue, I'd be willing to look at it but not promise anything.
