Need a little quickie advice

It's probably a pretty simple thing, but I need a little advice on how to upload a MP3 file to a web page and add a bit of text above it. I have a Mac G4 and Fetch, but the process seems to be eluding me.

Do you want it embedded in the page, like a user can click play and listen, or do you want itplaying in the background?

 

I'd like it where the top text says 'Here is an audio file'

Then an audio playbar they can click on

with text under it

so I guess that means a 'user can click, play and listen'
