    Why don't you just do a directory submission for that link. There are lots of directories that can provide that link, for cheap, and better than PR1.

    you can go to the link sale section under BST forum and you will see lot of people selling lot of links there. you can also get PR1 backlinks bu making blog comments on a blogpost that is PR1. but if you are shooting for PR, why not shoot for more? one PR1 link will not do you anything

    Actually sending a letter to a webmaster asking for link exchange still effective to me.
