Need a Hardcode PHP Coder

I am looking for a Hardcore PHP coder with good understanding of video sharing websites to add a few features to My video sharing website.

My requirements are

1. I need a module developed so that users can have "www.mysite.com/username" as their homepage (similar to Myspace.com)

2. Ability to create community and blogging.

3. enabling Mulitlingual functionality for the website, the languages i am looking for are Hindi, Tamil, Telugu.
