need a designer who is an expert in HTML and CSS

    I need a designer who is an expert in HTML and CSS to redesign my website.
    the site is written in an MVC architecture, which stands for Model-View-Controller. Basically all that it means is that the business logic is separated from the presentation layer. So they can edit the layout without messing up the code. I need someone who is an expert with HTML and CSS. They will also need to have a basic understanding of PHP in order to manipulate the view portion of the site.Anyone familiar with the Zend Framework will understand exactly how the site works.
