Need a Design turned into a Wordpress Theme

I have a design, a JPEG file, that I need turned into a wordpress theme. It is really basic. I would need it to be seo compliant. This quick project needs to be turned around ASAP. Please PM me with your email address and portfolio/website of your work.

Not looking to spend more than $30, but you be the judge once you see the jpeg.

It's a 3 column design with a header and a nav bar (drop down nav bar for sub cats and sub pages.)
