Buying need a custom navigation menu (jquery... I think)

    I have a menu design for a wordpress site but I need help making it dynamic.

    As you can see, the font on the top line is smaller than the font on the bottom and, while this is easy for a static menu, I don't know how to make it this way dynamically (as the wordpress admin adds new pages).
    You must be able to accept Paypal for payment. I need it done asap. Please let me know your fee to do this. If you have questions or would like to see the website, please let me know!
