The paypal account is completely verified and has no limitations. However the bank account currently attached to it is unaccesable so I can't transfer funds into it. So what i need is a Canadian or US bank account with an ATM card that i can attach to paypal. It is my understanding that the surname of the bank account holder needs to match that of paypal's account holder, i am unsure about this. Anyways if anyone can help with this it would be great..

There is a company called netspend.com that issues a Visa Debit Card. You can order it for free online and you only pay for the card after it arrives. It is issued by a bank in the USA and they require a Social Security Number. You get an online bank account attached to the card. You get your account information immediately after you sign up online and you can add it to your paypal. Of course you can not use the card until it arrives. You can add the bank account to paypal, let them send the two deposits so you can confirm the account and then you can withdraw funds to that account from paypal. Once they are in the account you can withdraw them at the ATM or just use the debit card anywhere visa is accepted. I have tried this and it works.
