3 things. 1) Reach to online bloggers/writers/journalists who already talked about one of your competitors or a similar app. Send them an email asking if they want to review your app. They're always looking for topics to write articles and this will give your app exposure. 2) Team up with other app owners exchanging the favour. You vote and comment their app, and they do the same. 3) Ask all your friends and family to rate your app and leave a comment.

If people realise your app has paid reviews you'll lose all credibility. There's a campaign to 1* Pokemon Go which will have zero effect, can you say the same for your app?
As Sarah says, be careful paying for reviews. Why you think wouldn't work to exchange the favour with other app owners?
Do you have a user base for your app yet? If so, this becomes a bit easier. The best apps not only have an in-app pop that asks for users to rate the app in the app store, but they also send out emails to their users and post on social media asking for the same. Have you thought about using this approach?
I don't think that paid reviews can bring you some good results. It's better to share your app in all the possible social media channels and provide people to use it, then leave a real feedback.
Don't buy reviews but instead, advertise it so you'll get both downloads and some reviews. Reviews should come with new installs, depending on how good your app is of course, the more downloads you get, the more are your chances to get reviews from users, especially if they are very happy with your app, or very disappointed with it.
Share your app wherever you can and get real reviews. Give it some time, I don't think paying for reviews is the right choice.
