When you buy pagerank 6 links from some of the S.E.O. services out there, check out what you get. Pagerank 6 pages on nature.com, blackeyedpeas.com, etc. Wow, amazing! Now let's look at the stern warning by google where they have comment spam on the very page they are warning against it! Sure, it's no follow, but it still doesn't practice what it preaches! I'm sure it is difficult to do that. I get it, but very interesting stuff.
I don't really know what you expected. If a service doesn't specifically state that the links you are getting are posted on sites that they own/control then you cannot really complain that your links are on 3rd party sites, it is to be expected. Also the some of the FACTs written in that google blog post are complete bunkem and everything they state should be taken with a pinch of salt.
I don't think many people are not in the SEO business know what they are buying. They get promised high rankings, and instead they get the opposite, lower rankings.
