You should consider having a link from a website (the following factors –quality links) ----

    1. On Focus with your product or service
    2. The website’s home page has higher PR
    3. There are less that 50 links
    4. There are no ‘No Follow’ Tags on the links
    5. There is no javascript redirect on the link
    6. The link is not redirected

The process should be natural. No linkfarm, no software.

Natural = Doesn't look like a paid link

Quality = Will transfer a lot of link juice to boost your rankings

Ideally your link building should be natural + quality :)

Natural Links are the links which you got without exchange or cost.
Quality links could be free or paid but must be from High PR sites and without any type of redirection. Thematic links from high PR website are of best quality.

It's not necessary to be a difference between them, quality links can be natural and natural links can be quality.

As far as I am concern, natural links can be of quality too. However you can be more sure that a link is indeed a quality link if you made it yourself. Does it have a page rank? Was it do follow? These are things you should ask yourself when judging if a link is quality or not.

Another important factor to consider is whether there are too many outbound links on the site where the link is being placed. Placing your link on a homepage which has 10 outbound links will be far more effective than placing a link on a homepage which has 40 outbound links!

Quality links means authentic link which is much like vote of trust. Quality links arrives from familiar and trustable sources like do follow, good PR, niche content or article links, trustable domain links etc are considered as a quality link.
Natural link building is the best technique to make your site popular. The natural link building you need to gradually build bridges and should include all types of links.

Natural links are generally known as the non-paid links and quality links are known as the links which provides link juice which passes the PR authority more better. Still I prefer natural links as compare to the paid quality links.

Many SEOs agree that one should have a balanced mix of both: Natural Links will definitely be given importance by SEs, but even paid links from highly relevant sites will help. I think a balanced SEO campaign should include both

I don't really see any difference. I guess you can have people naturally link to you from non-quality sites. The thing to remember is every link counts. Quality links probably won't just happen naturally unless you have some really good stuff on your site. So you can buy them or try commenting on high Quality authority blogs in your niche. Make sure to leave good valuable comments. The nice thing about this is you'll get good traffic from those comments too.

Quality links are from your niche.
    - doFollow + noFollow links = natural links to your site.
