It is against the rules, as there is no content on the page, the only way he could do it is to put a google search box on the site. I ran a directory like that one, but took it down in fear that my account would be suspended

    It's absolutely not against TOS.

"No Content" rule applies to no content pages, this clearly has content as links to inner directory pages. Yes links can be content.

That said it's a brilliant start, but yeah some more content and originality would go a long way.

The category blogs > business is an example of one with no links. I would call that "no content". The question is, would Google view that as a TOS violation?

22 links on that page. Plenty of html, image rich, etc.

Most of those links consist of sitewide advertising, closely followed by navigation links, and a couple of cases of the page linking to itself. And I don't know what you mean by image rich, there are no images on that page that can't be found elsewhere in that directory.

Also see no proble with AdSense on this directory, however we can call it MFA.
From other hand I know the man is going to change it all along with template what I suggested him about a week ago.

there is nothing wrong with this, who cares?

Well it costs advertisers $$$ and it helps google become more powerful.

In other words they would sell themselves short for a few pennies...

Just not my cup of tea... and i dont submit to sites that carry adsense ;)

    thx
